Georgia is making strides in becoming a state which ensures safe and quality childcare for children who attend family daycare centers.? The National Association of Child Care Resources and Referral Agencies (NACCRRA) has released the results of its 2012 ?Leaving Children to Chance? report, ranking Georgia 11th out of the 50 states in the quality of its regulatory practices for family daycare centers. Georgia?s vast improvement in the rankings from 38th in 2010 is largely attributed to new requirements that all daycare centers be inspected before they are licensed and that new family day care applicants obtain 20 hours of pre-servicing training.

While Georgia has made great progress in improving its regulation of family day care, there are several areas where additional work is needed.? One major area in need of improvement is reducing the child care licensing staff caseload from 120 cases per inspector to 50 cases per inspector.?? Reducing the caseload for the licensing staff will allow for more effective monitoring and protect children from unhealthy and unsafe child care environments.?

Strengths:

• All family child care homes are inspected twice a year.
• Routine and complaint based inspections are unannounced.
• Child care licensing staff are required to have a bachelor?s degree in early childhood education or related field.
• Inspection and complaint reports are available online.
• Providers are required to have a CDA credential in addition to a high school degree or GED.
• Providers must offer activities addressing all developmental domains.
• Health standards address 10 of 10 basic standards.
• Safety standards address 10 of 10 basic standards.

Weaknesses:

• Child care licensing staff have an average caseload of 120 programs.
• Providers are required to undergo background checks, but these checks are completed without a state fingerprint check and do not require a check of either the sex offender registry or the child abuse registry.
• Providers are required to complete only 20 hours of initial training including CPR and first aid.
• Providers are required to complete only 10 hours of annual training plus CPR and first aid.
• Providers are allowed to care for three infants and toddlers when older children are present.

Sony HMZ-T1 Personal 3D Viewer

Head-mounted displays (HMDs) are odd devices. They're helmets or glasses you wear on your head that show you a display that, if scaled back, would be the equivalent of a very large screen seen from a distance. Despite the obvious fashion ramifications, back in the 90s, they were the harbingers of virtual reality, and the idea of going into the Internet with a helmet on seemed like the future. Now, they're little more than novelty items. Still, with its OLED screens, 3D support, surprising comfort and excellent picture, the Sony HMZ-T1?is the best HMD I've seen. Unfortunately, with just a single HDMI input and no other options, a separate processor that needs to be plugged into a power outlet, and a $799.99 (direct) price tag, it's still a novelty, and not a good HDTV replacement unless you want a big screen in a really, really tiny space (that only you can see).

Design
The head-mounted display itself looks like a very bulky visor, glossy white and framed in matte black. A padded nosepiece, forehead piece, eyepieces, and headphones make it feel comfortable. A blue light below the front-and-center Sony logo indicates that the display is on, and is showing a picture. Two sliders under the HMD adjust focus, and a direction pad with a Menu button, volume controls, and a Power button sit to the right of them, on the underside of the visor.?It weighs a solid 14.8 ounces, though, so it's not exactly baseball-cap light.?

The HMD plugs into the processor unit, a 1.4-by-7.1-by-6.6-inch (HWD) deck that weighs 1.3 pounds and looks like a miniature Blu-ray player. The processor has no physical controls, but the front holds the HMD output and around back there's an HDMI input and outputs. The Personal 3D Viewer only accepts HDMI, so if you want to connect your Nintendo Wii or a VGA/DVI-only PC, you're out of luck (or have to get an adapter for the DVI output). You can watch any high definition content through HDMI, though, including TV from a cable box, Blu-ray discs, and gaming on a PlayStation 3, Xbox 360, or PC if it has HDMI-out. Because of this, it's a working display for a small living space, but you can't take it anywhere and watch anything without cable juggling.

Sony claims the Personal 3D Viewer shows a picture equivalent to viewing a 750-inch projection screen from 65 feet away. Remarkably, that seems to be an accurate assessment. The simulated screen isn't simply because two ultra-sharp OLED screens are right in front of your eyes, but because they're arranged in such a way to give the impression of depth. I'm nearsighted, and when I first put the device on it, the picture was extremely blurry. It became clear only after I put on my glasses, meaning my eyes were registering these small screens inches from my eyes as several dozen feet away. It effectively offers a much larger picture than a 42-inch HDTV viewed from a couch eight feet away.

It accomodated my glasses surprisingly well, with no pinching against my face. Getting the Personal 3D Viewer to fit comfortably on your head can take some work, and it's not something you can easily slip on and off. Two head straps are connected to an arm on either side which can pull in or out of the body of the headset. First you have to adjust the straps, then you need to push the arms in until it fits snugly. This makes the headset feel more comfortable and secure on the face, but it means putting it on and taking it off is a small chore.

I played Mass Effect 3 and Motorstorm Apocalypse on the Sony PlayStation 3 through the Personal 3D Viewer, and I was suitably impressed. The cut scenes in Mass Effect 3 looked relatively cinematic, as if I was playing the game in an empty movie theater. Even without 3D, the graphics offered a surprising amount of depth, because the limited plane of focus made the foreground or background look sharp while its opposite number is blurry. When the camera settled on main character Commander Shepard and the background was out of focus, it really looked like Shepard was popping out of the screen.

The 3D effect in Motorstorm Apocalypse was also impressive. The game showed excellent 3D depth and sense of speed, and the two screens in the Personal 3D Viewer showed separate enough pictures to produce a 3D image. Movies showed slightly less intense 3D separation, but with all 3D content it depends on the material.

For a 2D movie, I watched the Blu-ray of Priest, and was satisfied with the picture. We can't perform our usual lab tests on the Personal 3D Display because of its form factor, but black levels looked appropriately dark and highlights looked bright and detailed. Colors seemed accurate, and a handful of picture settings let you adjust it.

The Personal 3D Viewer has "simulated 5.1-channel surround," but in practice it just has stereo earphones and dubious audio processing. In trying to reproduce the ambient 3D noise in Mass Effect 3, the headset presented some occasionally bizarre stereo separation, and never quite gave me the impression of being surrounded by crew members and humming engines. Additionally, the headset only accepts LPCM stereo and 5.1-channel sound; if you usually use the more common Dolby 5.1 or DTS 5.1 audio tracks, you'll have to tell your Blu-ray player to output in LPCM, not Dolby or DTS (most Blu-ray players automatically output in one or the other, depending on the disc).

As a standalone product, the Sony HMZ-T1 Personal 3D Viewer is an impressive example of a head-mounted display that can produce a great picture and really give you the impression of watching a huge movie screen. However, it's still a $800 device for one user and one HDMI source at a time. The lack of non-HDMI inputs mean you're limited in what you can watch without getting adapters, the separate processor and power requirement keep it from being portable, and the straps keep it secure on the head at the cost of making it easy to put on or take off. If you live in a very tiny, closet-sized apartment it's a great, inexpensive way to have a big-screen HDTV for yourself, but it doesn't offer a feasible replacement for an actual HDTV that takes multiple sources and lets many people watch.

Will Afghan massacre soldier get death penalty?

The Taliban have called for revenge after a 38-year-old U.S. staff sergeant allegedly killed 16 Afghan civilians, nine of them children, and then burned many of the bodies. NBC's Jim Miklaszewski reports.

The American soldier who is accused in a massacre of?16 villagers near Kandahar could face the death penalty, a military defense attorney said Monday, in one of the?worst?cases of alleged mass murder by a U.S. service member since the Vietnam War.

U.S. officials have said the soldier acted alone, leaving his base in southern Afghanistan and opening fire on sleeping families. After the massacre, he went back to his base and turned himself in, officials said.

The military will not identify the soldier until charges are filed, Pentagon spokesman William Speaks told msnbc.com Monday. The suspect remains in Afghanistan while the attack is being investigated.

According to military officials, the soldier will be tried within the military justice system, not turned over to?Afghan authorities for trial, rebuffing a call from Afghan lawmakers to use their courts.

Report: US soldier who massacred 16 Afghans was from Stryker brigade

The suspect is based out of Joint Base Lewis-McChord in Washington state. He has been identified as a staff sergeant in the Stryker brigade who was taking part in a village stability operation in Afghanistan. He is a 38-year-old married father of two on his first?deployment to Afghanistan after three previous deployments in Iraq.

"Based on what we?re hearing I suspect this will be prosecuted as a death penalty case," Philip Cave, a Washington-based military defense attorney told msnbc.com. "You?ve got felony murder, and certainly the number of victims and the circumstances -? very young children as victims ?- I think there will be sufficient grounds to move forward as a death penalty case."

Defense Secretary Leon Panetta said the death penalty is a consideration as the military moves to investigate and possibly put the soldier suspected in the mass killings on trial.

The recent killings have brought great sadness to Afghanistan, and Afghan President Hamid Karzai has called the killings 'unforgiveable.' NBC's Atia Abawi reports.

Before charges are filed, the soldier will likely undergo heavy psychological testing as part of the investigation, Cave said. Then an Article 32 investigation -- a thorough examination of the case with testimony from witnesses -- will be conducted before any court-martial proceedings. If there is a conviction?at court-martial with the death penalty imposed and all appeals exhausted, the president of the United States himself would have to sign the death warrant for the soldier's execution.?

Retired Army platoon Sgt. Jonn Lilyea, a Desert Storm veteran who writes the blog "This Ain?t Hell," told msnbc.com he expects the military to make an example out of the shooter as the case?moves through the justice system.

Mourning, anger sweep Afghanistan after massacre

Still, Lilyea cautioned that people should not rush to blame the killings on the soldier?s deployments during the wars in Iraq and Afghanistan.

"I?d wait to see if he really was in a position that would have affected him in this way," Lilyea said.?"But I?m more concerned people will try to use this like they did after Vietnam with the My Lai massacre and taint all combat veterans of this generation as if they were like this one guy." Millions of Americans have served in combat, seen and done "terrible things," but?have gone on to normal productive lives after their service,?Lilyea pointed out.

Lt. William Calley was convicted of killing 22 villagers in My Lai village in 1968 in an incident that heightened U.S. opposition to the Vietnam War.

If the number of people slain in the attack is confirmed at 16, and the soldier is convicted, the mass killings would be the most of any convicted killer on the military?s death row, which currently has six inmates.

Maj. Nidal Malik Hasan, an Army psychiatrist, is accused of killing 13 people?at Fort Hood, Texas, in 2009. He also faces a possible death penalty. His trial was scheduled to begin this month but was delayed until June to allow his defense more time to prepare.

John Bennett was the last U.S. soldier to be executed by the military. He was hanged in 1961 after being convicted of the rape and attempted murder of an 11-year-old Austrian girl.

Lethal injection is the current method of execution under military justice, according to military defense lawyer Cave.

Retired Gen. Barry McCaffrey, an NBC News military analyst, talks to TODAY's Matt Lauer about what could have possibly driven a U.S. soldier to kill 16 civilians, including nine children, in Afghanistan.

That social conscience would reach its peak with "The Intruder"(which I now want to see) starring William Shatner in his first starring role, about school integration in the south when it was especially timely in 1962. NCAA Tournament Bracket 2012: Cincinnati Bearcats Could Face Florida State, St. Bonaventure In Third Round

After a successful regular season, the Cincinnati Bearcats have landed the No. 6 seed in the East region for this year's NCAA Tournament, as the selection committee announced on Sunday. Cincinnati is one of eight teams from the Big East to get a bid, and the Bearcats were an at large selection coming off a run to the Big East tournament finals.

The East region should pose numerous challenges for a talented Cincinnati team. In the first game of the tournament, the Bearcats will be facing 11th-seeded Texas, with the winner moving on to face No. 3 seeded Florida State or No. 14 seeded St. Bonaventure in the next round.

If the Bearcats have some success early in the tournament, they could eventually face off against No. 2 Ohio State or Big East regular season champ Syracuse.

Cincinnati appeared in the tournament a year ago where they would fall in the 3rd round fellow Big East school and the ultimate National Champion, the Connecticut Huskies.
